We know things are going bad for the Russian Federation insofar as troops are concerned. We have seen Regional units, mercenaries, and short-term contracts. Now we are on the cusp of recruitment in St Petersburg.

Most of the casualties are from ethnic minorities used as colonial troops. They are seen, almost, as disposable. Tuvans, among other minorities, are refusing to serve. Or, to be specific, are breaking contracts.

So first, let’s talk about the Penal battalions. First, they were recruited by Wagner. Rumor has it that Yevgeny Prigozhin himself went on recruiting stints to penal colonies, where there were rich contracts and a promise of a pardon at the end of six months.

These troops are not working well. Neither are the troops from Wagner. The problem with refuseniks continues to grow. Yet, Vladimir Putin is unwilling to pull the national mobilization card and declare war.

So Moscow is turning to one of the two cities that, until now, have avoided the war. This is St Petersburg. We have stories coming via telegram from both sides. So at this point, we know it’s happening. And it matters.
