Look, for the last twenty-plus years, the far-right has built up, and self-radicalized. After 911 the Federal Government worked hard to disrupt and stop Islamic terror, and they were successful in those efforts. For the most part, Islamic terror has been disrupted.

Over the same time period, people on the far-right continued to radicalize. This did not start in the 2000s, but rather in the 1990s, in the modern form. The reality is that the far-right has been a feature of the American political fringe for over 100 years. At times they become more mainstream. Terrorism is a favored tool, study the rise of the KKK after the civil war.

In fact, you could argue some of this radicalization went to The Order and novels popular in the far right, such as The Turner Diaries. The latter inspired the Oklahoma Bombing, which in far-right lore should have started the glorious revolution. The fact that it did not is beside the point.

First off, the plan admits to something that we have avoided doing over the last six administrations. The Order, after all, took form during the Reagan administration in the 1980s. We have internal terror cells. They may range from a single person (lone wolf) to well-organized and armed groups. While the motivations are different from group to group, it matters that we need to disrupt and defang these movements.
