The first thing I want to raise is the use of fear by the state and propaganda. States like Russia tend to use different forms of coercion and terror to keep the people under control. Given bailiffs' ability to use this level of force, it is not about the prisoner but the stories told after they go home.

Terror takes many forms. Moreover, Russia has always relied on coercion to keep the Peasants down. On the surface, some of this sounds like what our police do. However, I guarantee Russian officers will make using things like truncheons a more common occurrence:

Bailiffs will have the right to use special means and weapons against citizens . The State Duma in the second and third readings today adopted a bill that allows bailiffs to use firearms and special equipment — rubber sticks, handcuffs, tear gas canisters, stun guns.

Special equipment and weapons will be able to be used in courts, during detention, transfer to police departments and migration centers. Formally, they are obliged to warn about the use of force and use it only in cases of disobedience, threats, or attacks on participants in the trial or citizens. At the same time, it is stated that bailiffs will not bear any responsibility for damage caused by special means and weapons “legally.”
