Pretty much not all states in the US have state taxes either. And most are low. Also most European countries tax energy use, to be specific car and truck, at much higher rates than we do as well did I mention VAT?

We are still a country with a low tax burden.

I will add this. OECD calculations do include all taxes on a population.
