Partial Mobilization in Russia

The speech was finally delivered, ending the rumors on social media that Vladimir Putin was otherwise indisposed. The speech had no surprises since Putin has been under pressure for months to pull the mobilization trigger. What he did was order a partial mobilization.

From the speech:

In accordance with legislation, the houses of the Federal Assembly — the Federation Council and the State Duma — will be officially notified about this in writing today.
