No we don’t. Because of the end of WW2. However, Russia does. And that goes all the way back to Soviet times. If the borders are breached, or the state is at risk, that’s when they will deploy. It’s a first use policy. This is why all western powers walk in eggshells and self deter with anything the Russians may perceive as either of those two.
