It does. And we have been doing this since 1992 because reset, end of the Cold War, great opportunities for our people…partly we forget history regularly. Enter Stalin’s New Economic Plan. The NEP worked great to get the west off the young Soviet state back.

The 1990s have echoes to the NEP. And we fell for it. More the Brit’s than we, but we all did.

Then there was that peace dividend because the Cold War was over. And it’s been bipartisan. As my old teacher put it, we forgot.
