Is the Soggy Bottom Arsonist Back?

In February of 2014, we had a series of arson fires in the Fashion Valley, along the riverfront. The fires lasted a couple of weeks. We never learned if the person responsible was caught. However, today we had a fire that threatened the historic Presidio tower at the Presidio Park.
