I remember telling a family to evacuate from the path of a storm when I was in EMS. We could not force them. We recovered their bodies a week later. Those are actually the odds when a mandatory evacuation is put in place. And yes, I get it. It is a problem of poverty and lack of worker protections and all that. However, there is nothing more horrific than placing a few bodies into body bags that you knew could have avoided that fate if they left. And at that time, we were going to do the evacuation. The problem does not change if it happens in the US, or Mexico or wherever.
