As a former EMS responder, I had the first-hand experience with this. Even people in clear danger refused at times to evac. Never mind we offered to use our emergency vehicles to get them out. Or that we clearly told them that we would not risk the lives of our personnel.

And with climate change where I live we could be flooded, so I keep an eye on authorities, flood maps, and NWS radar information/
