Absolutely. It was the sistema created before the fall of the USSR. Putin was part of the KGB. Putin’s Kleptocracy by Karen Danisha is an extremely timely look at this. There are others. We could have done better, even with the sistema developed by the KGB.

There was a kind of synergism with out intent, the west, not just the US, to make money..and the KGB intent to preserve itself.
